Abstract

Setelah lebih dua dekad pelaksanaan Dasar Membangun Bersama Islam (MBI) yang diperkenalkan pada tahun 1990, Kerajaan Negeri Kelantan telah melancarkan Dasar Merakyatkan Membangun Bersama Islam (MMBI) sebagai pelan pengukuhan. Dasar MMBI adalah perancangan bersepadu bagi memastikan persoalan teras cara hidup warga Kelantan bertambah mantap berpandukan prinsip hidup beragama. Melaluinya, digagaskan Dasar Pendidikan Rabbani Kelantan (DPRK) pada 25 Februari 2018 bagi membentuk kemenjadian insan mulia, selari dengan prinsip ʿUbūdiyyah, Mas’ūliyyah dan Itqān. Sehubungan itu, makalah ini dikemukakan sebagai kajian awal terhadap inisiatif penerapan DPRK dalam pembangunan strategik di Institusi Pengajian Tinggi (IPT) Islam swasta. Fokusnya tertumpu kepada Kolej Universiti Islam Antarabangsa Sultan Ismail Petra (KIAS) yang bernaung di bawah Kerajaan Negeri Kelantan. Dalam konteks ini, KIAS merupakan prospek harapan meneraju pembangunan pendidikan tinggi berteraskan falsafah DPRK. Berdasarkan metode analisis tekstual, kajian ini mendapati pelaksanaan agenda DPRK dalam pembangunan pendidikan di KIAS berpotensi dimartabatkan sebagai model institusi pengajian tinggi yang komited melahirkan generasi rabbani. Kesimpulannya, orientasi DPRK di KIAS dilihat berupaya menyumbang kepada usaha pembangunan pendidikan holistik bagi membangunkan modal insan yang diperlukan negara dan ummah.

After more than two decades of implementation of the Dasar Membangun Bersama Islam (MBI) which was promulgated in 1990, the Kelantan State Government has launched the Dasar Merakyatkan Membangun Bersama Islam (MMBI) as a strengthening plan. The MMBI policy is an integrated plan to ensure that the core questions of the way of life of Kelantanese become more robust based on the principles of religious life. Through it, the Rabbani Kelantan Education Policy (DPRK) was initiated on 25 February 2018 to produce a superior generation, as a manifestation of the concepts of ʿUbūdiyyah (worship), Mas’ūliyyah (responsibility) and Itqān (precision). In view of that, this paper is presented as a preliminary study on the implementation of DPRK initiatives in strategic development in private Islamic Higher Education Institutions. The focus is on Sultan Ismail Petra International Islamic University College (KIAS) under the patronage of the Kelantan State Government. In this context, KIAS is a hopeful prospect leading the development of higher education based on the philosophy of the DPRK. Based on the method of textual analysis, this study found that the implementation of the DPRK agenda in the development of education at KIAS has the potential to be dignified as a model of a higher education institution that is committed to producing a Rabbani generation. In conclusion, the orientation of the DPRK at KIAS is seen to be able to contribute to the development of holistic education to build the human capital needed by the country and the community.
